The Road Department uses on average 70 inmates per day on its details. Based on 2,000 work hours per year per person this amounts to 140,000 man hours per year! If you could hire civilian workers to perform the work done by inmates at a cost of $10 per hour (and you couldn't), this department alone would have to spend $1,400,000 per year.
